ROAD ACCIDENTS:


The number of accidents in the Republic of South Africa is still

busy increasing. More than 14,000 people died on our roads in

a year’s time. South Africa’s road accident death rate is among

the highest in the world at over 200 deaths per 100,000

vehicles. And each year, the numbers remain unacceptably

high. Few of the reasons are unroadworthy vehicles, overloaded and unlicensed vehicles, unlicensed drivers and motorists under the influence of alcohol, and impatience.

In comparison, Brazil for instance has a population of over 200 million people

(nearly four times our population), and has a road traffic death rate

of 70.9 for every 100,000 vehicles a year, which is almost two thirds lower than ours in South Africa which stands at 209.

SUICIDE:

   

According to the Afrikaans newspaper Die Beeld of 15 September 2014, the rate of suicide in

South Africa is the eighth highest in the world.It is based on the South African Federation for

Mental Health (SAFMH) statistics. Approximately 8,000 people commit suicide every year in the

country. Suicide is the third leading cause of unnatural deaths in South Africa. Of the approximately

230 suicide attempts, 23 persons therein pass. It is tragic, and let friends and family with great

traumatic emotional experiences to Elaborate. Incidentally, suicide among our university students

is the second leading cause of death among students in the world!


MURDERS AND VIOLENCE:


Incidents of murder increased from 15,609 murders in 2011/12 to 16,259

murders in 2012/13. That means, our murder rate increased from a total

average of 43 murders per day to 45 murders per day. South Africa’s

murder rate is therefore about four and a half times higher than the global

average of 6.9 murders per 100 000. Attempted murder cases increased

in a year’s time from 14 859 to 16 363. Sexual offence cases increased

from 64 514 to 66 387. That is 127 cases per 100,000 population.

ARMED ROBBERIES:


Street or public robberies during 2012/13 financial

year were 60,262 incidents. House robberies were

an average of 49 households each day in 2012/13.

Vehicle hijacking during 2012/13 were 9 990 incidents.


SEVERE CHRONIC DISEASES FOR INSTANCE:

HEART AND BLOOD VESSEL DISEASE:   


                               Commissioned by The Heart and Stroke Foundation SA (HSFSA) and released

                                by the Medical Research Council (MRC), this report was authored by

                                Prof Krisela Steyn from UCT Department of Medicine.  The report revealed

                                the following:
                              • Between 1997 – 2004 in South Africa, 195 people a day died due to some form

                                 of heart and blood vessel disease (cardiovascular disease).

                               Premature deaths due to heart and blood vessel diseases in people of working age                                 (35 – 64 years) are expected to increase by 41% between 2007 – 2030.

DEATH OF BELOVED:


                                              During the year 2014 551,389 residents

                                               of South Africa died, some tragically in an unnatural way

ADMINISTRATIVE

1.NAME:

1.1.The name of the emergency service is EMERGENCY TRAUMA ASSISTANCE (ETA).

1.2. The shortened name is ETA.

PURPOSE

ETA delivers a 24/7 supporting service in connection with Trauma support and facilitates post-trauma cases. It is e.g. after fatal and serious accidents; murder; suicide; serious illnesses (ICU); armed Robbery etc. etc.

MISSION:

It is the implementing of a

• In partnership with emergency services

• Network of supporting staff

• Network of assistance intercessors

• Network of trauma counsellors and pastoral leaders

• Network of professional services

• A control and management system for handling trauma cases.


2. MODUS OPERANDI:

ETA provides an immediate service directly after one or other traumatic event, to the individual and/or family traumatized, for instance after an accident. Tragic events will be very carefully conveyed, with professional assistance where necessary. It is in other words an organization who supports an emergency bridging service, with, for instance, further professional assistance by the family’s own personal choice, e.g. the church or psychological services.


3. STATUS OF ETA.

3.1. ETA shall exist in its own right, separately from its Board   members.

3.2. ETA will continue to exist, irrespective changes in the board of Directors

3.3. ETA shall be able to sign contracts.  ETA can sue and be sued in its own name.

3.4. ETA shall be able to own property and other possessions in its own right.


4.   BOARD OF DIRECTORS.

4.1. The Board of Directors shall consist of a minimum of three (3) members, and are

       responsible for the administration. They are at this stage Rev.Chris Mostert (Chairman),        Rev. Hennie Coetzer (Vice-Chairman), Mr. Herman van Wyk, and Mr. Wouter Steyn.

4.2. The Board of Directors will control the affairs and operation of ETA in its entirety.

4.3. Regular meetings of the Board of Directors shall be held at least once in 3(three) months.

4.4. The Board of Directors shall be appointed for life unless removed by death, resignation, or        otherwise. Such vacancy shall be filled by the Board of Directors with unanimous vote.

4.5. A quorum at all meetings will be half plus one (1) of the Board Members.

4.6. Minutes shall be taken at all meetings and held for record.

4.7. Appointments of members for the Administrative Committee and the Professional Board of        Members will be done by the Board of Directors.

4.8. Procedure for changing of the constitution:

 The constitution can be changed if all the members of the board agree thereto.

4.9. The organization may be wound up, or dissolved if the board of directors decides thereto.        When the organization is wound up, or dissolved, any assets remaining after all its liabilities        have been met, must be transferred to another non-profit organization having similar        objectives.


5.   ADMINISTRATIVE COMMITTEE.

5.1. The Administrative Committee shall consist of an Administrative Manager (Rev. Hennie         Coetzer), Operations Co-ordinator (Rev. Chris  Mostert), Secretarial Co-ordinator,         Treasury Co-ordinator, and Training Co-ordinator. They will be appointed by the Board of         Directors. If a member of the Working Committee does not fulfil his / her duties

        adequately, the Board of Directors shall change the appointment.

5.2. Each position on the Administrative Committee will be given Terms of Reference covering their function.

5.3. Regular meetings of the Administrative Committee shall be held at least once in two months.

5.4. A quorum at all meetings will be half plus one (1) of the Administrative Committee.

5.5  Minutes shall be taken at all meetings and held for record, and shall be distributed to all         members of the Administrative Committee and Board of Directors within two (2) weeks of         such meeting.


6.    PROFESSIONAL SERVICES BOARD OF MEMBERS.

       They shall be persons who have a call upon their lives serving their fellow men. They have         completed relevant qualifications, for instance psychologists, social workers, reverends and         pastors of churches.   


7.    INDEMNITY.

Directors, Administrative and Professional Services members of ETA will not personally be liable for any loss suffered by any person as a result of an act of omission which occurs in good faith while such Office-bearer, Director or member is performing functions for or on behalf of ETA.


8.    FINANCE.

8.1.  ETA shall be funded by donations, fund raising (as set by the Administration Committee),         and by any other means approved by the Board of Directors.

8.2  Finances shall be kept in a Banking account which shall require minuted pre-approval by

        the Administrative Committee for any withdrawals. Two (2) of the three (3) authorized        signatures, for all banking transactions and financial documents.

8.3  The financial year shall be from the first of March to the end of February of the following         year. The financial statements shall be audited annually. The Auditor shall be appointed by         the Board of Directors.

8.4  ETA may employ persons and compensate such employee according to an employment        contract.

8.5  Administrative members shall be entitled to claim reimbursement of expenses approved by        the Administrative Committee, incurred on behalf of ETA.

8.6. The organization’s income and property are not distributable to its members or office-        bearers, except as reasonable compensation for services rendered.

8.7. Members or office-bearers have no rights in the property or other assets of the organization        solely by virtue of their being members or office-bearers.
